São Paulo Law School's survey indicates satisfaction level of the Brazilian police

The public security forces in Brazil need to go through a process of reorganization to become more efficient. That is what the agents themselves state, according to the survey Opinião dos Policiais Brasileiros sobre Reformas e Modernização da Segurança Pública? (Opinions of the Brazilian Police on Public Safety Reforms and Modernizations) - held by São Paulo Law School (FGV DIREITO SP), the Brazilian Forum of Public Security (FBSP) and the National Department of Public Safety (Senasp).Among the more than 21,000 respondents, 73.7% support disconnecting it from the Army, 93.7% want to modernize regulations and disciplinary codes according to the Federal Constitution of 1988 and 63.6% support the end of military justice. If we only consider the military police, 76.1% support the end of the link with the army - which is a clear sign that Brazil needs to move forward in the security forces demilitarization and reform agenda, said the researcher at the Center Applied Legal Research of São Paulo Law School and vice chairman of the Board of Directors of FBSP, Renato Sérgio de Lima.The survey indicates; however, that not only the organization of the police needs to be restructured. Low wages (99.1%), education and training of disabled people (98.2%), insufficient police force (97.3%), lack of funds for equipment and weapons (97.3%), inadequate criminal laws (94, 9%) and even corruption (93.6%) were the major obstacles to a more efficient job. According to 86% of respondents, there's a lack of focus on results and plenty bureaucracy. The data also reflect a slight dissatisfaction with the career. 34.4% of the police say they intend to leave the corporation as soon as there is a professional opportunity and 38.7% say that if they could go back in time they would have chosen another career. In these results also weighs the fact that 65.9% of respondents had already suffered discrimination by being a cop or agent of the security system and 59.6% have been humiliated or disrespected by superiors.Still in the behavioral issue, although 83.7% of respondents believe that a cop who kills a suspect must be investigated and prosecuted by justice, 43.3% stated that this same officer should be pronounced not guilty. For 43.2% of respondents, a cop who kills a criminal should be awarded by the corporation. In both cases, 77% believe that police officers involved in events followed by death should be removed from the normal scale of work for his/her own preservation.The poll heard public security officials across the country between June 30 and July 18, 2014.
