Yesterday, June 2, the Brazilian Institute of Economics (FGV/IBRE), FGV Energy and the magazine Conjuntura Econômica (The Brazilian Economy) offered the 4th Seminar on the Brazilian Energy Matrix and Security - one of the leading forums for the discussion and dissemination of energy issues in the country today. In this edition, the goal was to deepen discussions on planning, energy security and the prospects for the area, and the event was attended by experts, government and business leaders of the sector.Throughout the day, four panels addressed the political scene, the perspectives and strategies of the electricity, oil and gas and energy security markets through the use of thermal plants and alternative sources. The official opening was conducted by FGV's vice president, Sergio Franklin Quintella, and the first presentation of the seminar was given by Petrobras' CEO, Maria das Graças Foster - who defended the local content policy for the oil and gas sector. The importance of pre-saltAccording to Maria das Graças Foster, the local content policy is not a barrier to the exploration of pre-salt. It is an investment to develop the industry of goods and services in Brazil, and those who work for the oil industry know the advantage of witnessing the recovery of the Brazilian shipbuilding and offshore industry, she said. Petrobras' president also pointed out that oil production in pre-salt accounted for 22% of the total volume extracted by the company in Brazil in May, and Brazil is expected to export 1.8 million barrels of oil per day between 2020 and 2030, thanks to the exploitation of the layer. We have to meet demands. There are other supply sources, but oil will still supply Brazil and the world for a long time, she recalled.Risk of energy deficit decreasesThe executive secretary of Mines and Energy, Márcio Zimmerman, said at the event that the system is returning to normal after a poor rainfall period between January and February - which decreases the risk of energy deficit. The outflow levels have been much better than those in January and February. There was an improvement in this framework and the risk decreased, he explained. The president of Empresa de Pesquisa Energética (EPE - Energetic Research Company), Maurício Tolmasquim, agrees that the scenario is more positive, but he is also considering thermal energy at the moment. The model shows that some thermal plants could even be turned off. We will probably not turn them off, as a precaution. But it is a sign that the situation is improving, he said. The general director of Operador Nacional do Sistema Elétrico (ONS - National Electric System Operator), Hermes Chipp, also shows caution. May and June continue with rainfall intensity in the South and near-average rainfall in the Southeast. But while this is not defined, we're not counting on it for the operating scenario, he said.***During the event, FGV was represented by the institution's president, Carlos Ivan Simonsen Leal; the Vice President, Sergio Franklin Quintella; the Vice President, Francisco Oswaldo Neves Dornelles; the counselor, Lindolpho de Carvalho Dias; FGV Energy's executive director, Carlos Otavio Quintella; the director of FGV/IBRE, Luiz Guilherme Schymura; FGV's international director (FGV/DINT), Bianor Cavalcanti; the Strategic Planning and Innovation director (FGV/DPEI), João Paulo Villela; the Director of Operations (FGV/DO), Mario Rocha Souza; the director of the Institute of Educational Development (FGV/IDE), Rubens Mário Wachholz; the director of Public Policy Analysis (FGV/DAPP), Marco Aurélio Ruediger; the vice director of Public Policy Analysis (FGV/DAPP), Rogério Sobreira; IBRE's researcher, Maurício Canêdo; and IBRE's superintendent of Communication and Dissemination IBRE, Claudio Roberto Conceição.Besides Maria das Graças Foster, Márcio Zimmerman, Maurício Tolmasquim and Hermes Chipp, the debates were also attended by the director of the National Agency of Petroleum, Natural Gas and Biofuels (ANP), Helder Queiroz Pinto; the CEO of Votorantim Energia, Otávio ?Rezende; the President of the Brazilian Institute of Oil, Gas and Biofuels (IBP) and FGV's Business Cooperation Committee, João Carlos de Luca; the President of Statoil Brazil, André Jacques de Paiva Leite; the Secretary of State for Economic Development, Energy, Industry and Services of Rio de Janeiro, Júlio Bueno; the president of the Energy Council of the Firjan System, Armando Guedes Coelho; the President of Eletronuclear, Othon Luiz Pinheiro da Silva; the director of Ethanol of Petrobras Biofuels, Milas Evangelista de Sousa, among others. The 4th Seminar on the Brazilian Energy Matrix and Security was sponsored by Senai, Statoil, Chevron, Tractebel Energia, and Votorantim Energia and had the institutional support of Compactor.
