EBAPE professor analyzes new Budget Guidelines Law

The professor addressed the new Budget Guidelines Law, known as Imposing Budget, which forces the government to fully implement the amendments of the parliament to the Federal Budget.

The political scientist at the Brazilian School of Public and Business Administration (FGV/EBAPE), Carlos Pereira, had his article Imposing Budget: end of the bargain? published in the newspaper Valor Econômico on January 10th.

The professor addressed the new Budget Guidelines Law, known as Imposing Budget, which forces the government to fully implement the amendments of the parliament to the Federal Budget. The law was approved by President Dilma late last year.

For him, an imposing budget can become a sort of minimum floor of the bargain, that is, the exchange between executive and legislature would increase the price of support and dissipate more resources, since the parliamentary will internalize the electoral gains from the imposing execution of the resources of its amendments, regardless of the political support to the president.

As a result, new resources tend to be demanded for the construction and maintenance of legislative majorities.
