EBAPE and newspaper O DIA discuss application of pre-salt royalties

Preventing the North of the State of Rio de Janeiro from developing what economists call the 'Dutch disease', with the incorrect use of pre-salt royalties and discuss the application of the funds coming from oil exploration in the region. These and other issues were the topic of the Public Finance Seminar - Royalties and Education, organized by FGV and the Brazilian newspaper O DIA at the end of November.The event, organized by the professor of FGV?s Brazilian School of Public and Business Administration (FGV/EBAPE), Istvan Kasznar, was attended by educators and policy makers to discuss how oil activity can be beneficial to the economy and the development of the region. According to Kasznar, the country and the State of Rio de Janeiro will have a great opportunity to move forward in improving the quality of education, gradually seeking the minimum ceiling of 10% of investment in education. We can reach educational generation efficiency above 15% of developed countries, he explained.The director of EBAPE's Center for Education (Educorp), Professor Fátima Bayma, believes that the resources should be used to qualify professors through the creation of a school directed at this purpose. The professor must understand the technological content and the pedagogical processes to be respected by new students, who come to class more attuned to new technology, he said, further defending the implementation of a full-time shift.According to estimates from the federal government, only the pre-salt should generate US$ 3 billion for education in 2014, with an estimate of BRL 112 billion over the next ten years.
