FGV and IDP hold seminar on Real Estate Tax management challenges in Brazil

To what extent do local economies, rules and intergovernmental relations, and the difficulty to collect and administer a tax affect the Urban Real Estate Tax (IPTU) as a source of local funding? These and other issues will be addressed during the Seminar IPTU Challenges in Brazil, conducted by Instituto Brasiliense de Direito Público (IDP - Brazilian Institute of Public Law) and FGV Projetos in partnership with Lincoln Institute.Although IPTU is one of the most traditional taxes of the nation's tax system, legal doubts about its application still remain. With the objective of discussing the matter, the event is based on a general overview about the tax, highlighting its role in financing Brazilian municipalities and tax equality. Collection difficulties and paths to modernize its management will also be addressed ? including support programs for investments in local finance administration.The seminar will bring together authorities and specialists in the opening ceremony and in debates over two days. The main participants include Gilmar Mendes (STF Minister and Founder of IDP); Eduardo Paes (Mayor of Rio de Janeiro); Daniela Carrera-Marquis (BID Representative in Brazil); Cesar Cunha Campos (Director of FGV Projetos); Martim Smolka (Program Director for Latin America and the Caribbean of Lincoln Institute of Land Policy); Claudia de Cesare (Member of the Teaching Faculty of Lincoln Institute of Land Policy); Ricardo Luiz de Souza Ramos (Superintendent of Social Infrastructure of BNDES); Alexandre Cialdini (Tax Auditor of the Finance Secretary of the State of Ceará); Marcos Nóbrega (Auditor of TCE Pernambuco); Roberto Luiz da Luz Bertoncini (Municipal Secretary of Treasury of Porto Alegre); Mauro Ricardo Costa (Secretary of Finance of Salvador); Everardo Maciel (IDP professor) and Fernando Rezende (EBAPE/FGV professor).During the event the book IPTU In Brazil - A Comprehensive Diagnostic - by economists José Roberto Afonso and Erika Amorim Araujo, and the lawyer Marcos Antonio Rios da Nóbrega will also be launched - which brings a diagnosis of the utilization of the Urban Real Estate Tax as a financing source for Brazilian municipalities.The publication presents an unprecedented picture of the Urban Real Estate Tax from the results obtained in 5,248 municipalities, covering almost all cities of the country. It also describes the legal and administrative aspects that affect IPTU collection in Brazil, which increases the role of this tax on municipal tax resource mobilization.The seminar IPTU Challenges in Brazil will be taught in Portuguese and will take place on October 8 and 9, in Brasília.
