FGV and Sao Paulo Court of Appeals sign partnership for public management training program

Fundação Getulio Vargas and the Sao Paulo State Court of Appeals (TJ-SP), one of the largest in the world, with approximately 42,000 civil servants, entered into a partnership on September 19 to offer a course in management for civil servants. The program includes classes on new public management, information technology and work processes, and human resource management.

Using design thinking and hands-on methodologies, the first version of the course will be a pilot experience and have a duration of 48 hours, ending in early December, and will be offered to 40 selected civil servants and judges.

“Our goal is to extend the program to all civil servants in the TJ-SP, including judges and staff who work in the rural areas of the state, through distance learning”, said appellate judge Francisco Eduardo Loureiro, President of Escola Paulista de Magistratura.  The judge estimates that 3,000 civil servants from the administrative area will go through this training in the capital alone.

The President of the TJ-SP, Manoel Pereira Calças, stated the need to invest in civil servant management training to promote improvements in the provision of services to the population. “This cooperation agreement is a critical step to move forward in this constant search for excellence in the management of the court. Our goal is to replicate that methodology”, he said.

Patricia Landi, Personnel Management Secretary, points out that civil servants have very technical training and lack management experience. “We rely on an extremely high-quality workforce to move this machine, but in regard to management it has weak foundations and little experience. We attract a considerable number of law graduates who immediately upon joining have difficulty in being directed to operational areas”, she said.

According to Tales Andreassi, Deputy Dean of FGV’s Sao Paulo School of Business Administration (EAESP), the experience with the TJ-SP better connects management theory and practice. “Having the court close to the School is important to promote the exchange of experiences. The professors also learn from these experiences.

EAESP professor Ligia Maura Costa emphasized that helping to improve the court’s administration is in line with FGV’s Mission. “Our goal with the program is to use practical problems teach, encouraging students to present solutions and develop mechanisms for monitoring process efficiency”.

The signing ceremony for the agreement was also attended by appellate judges Luis Francisco Aguilar Cortes and Moacir Andrade Peres; and judges Camila de Jesus Mello Gonçalves, Ana Rita de Figueiredo Nery and Maria Rita Rebello Pinho Dias.
