FGV pays tribute to Professor Bianor Cavalcanti for his academic contribution
On December 20, Fundação Getulio Vargas hosted a lunch to pay tribute to Professor Bianor Scelza Cavalcanti for his invaluable and outstanding contribution to the institution. An FGV professor for 48 years, he has also served as dean of the FGV´s Brazilian School of Public and Business Administration (FGV EBAPE), and until 2019, he was the foundation’s international director.
In addition to FGV’s president, Professor Carlos Ivan Simonsen Leal, who led the tribute to Professor Cavalcanti, the event was attended by FGV board members, the deans of other schools, the directors of other units, civil and military partners, professors, alumni and relatives who have been a part of Cavalcanti’s career at FGV.
This career began in 1968, when he joined FGV to study administration at the then Brazilian School of Public Administration (FGV EBAP). Ever since, the professor has worked continuously at the institution, where he has helped educate new managers since 1971. He served as the dean of FGV EBAP on three different occasions: from 1986 to 1992; from 1996 to 1999; and from 2000 to 2008. In all, he spent 17 years leading the school, which in 2002 was renamed the FGV´s Brazilian School of Public and Business Administration (FGV EBAPE). Under his leadership, the school achieved good results, culminating when FGV EBAPE reached the top of the Brazilian Education Ministry’s General Course Index (IGC) ranking in 2009. This quality indicator is based on a weighted average of the scores of undergraduate and graduate courses at each higher education institution in the country.
Cavalcanti has also held other prominent management roles at FGV, including administrative director. Finally, in 2009, he took on the challenge of contributing to FGV’s international expansion at the recently created International Affairs Division (FGV DINT).
Recognized internationally by the academic community, Cavalcanti has also stood out during his career for his work on important boards of trustees and advisory councils, as well as his vast array of academic papers published in Brazil and other countries. Due to his extensive national and international experience in education, research and consulting in the areas of public administration and public policy, he was chosen to preside over the International Association of Schools and Institutes of Administration (IASIA) from 2016 to 2019.
Cavalcanti has a PhD in public administration and policy from Virginia Polytechnic Institute and State University, a master’s in public administration from the University of Southern California and an undergraduate degree in administration from FGV EBAPE. Over the course of more than 40 years, he has built a solid and civic-minded career in public administration, helping to strengthen the role of this field of knowledge.
