Justice Carmen Lúcia gives opening lecture at Law and Development seminar

On August 17, from 9 a.m. to 6 p.m., FGV’s Rio de Janeiro Law School (Direito Rio) will launch the Law and Development research project, which involves, among other proposals, analyses and discussions about the expected effects of rules and judgments on the behavior of economic agents in Brazil. Conceived to disseminate the Economic Analysis of the Law by the Judiciary branch, the innovative initiative will feature an opening lecture by the President of Brazil’s Federal Supreme Court (STF), Justice Carmen Lúcia.

The President of the STF will speak about “Brazilian Legal Institutions and an Agenda for the Future”. Next, economist Marcos Lisboa, lawyer Jairo Saddi and National Treasury Secretary Mansueto Almeida will discuss the “Business Environment: Regulatory Risk and Compliance Costs”, moderated by Judge Luis Felipe Solomão, from the Superior Justice Court. The Dean of Direito Rio, professor Sérgio Guerra, and economist Claudio Frischtak will then talk about “Risk and Return on Investment in Infrastructure: regulation and legal certainty”, moderated by Judge João Noronha, from the STJ.

In the afternoon, economist Bernard Appy, legal adviser Everardo Maciel and judge Marcus Abraham will discuss “Litigation and Tax Reform”, moderated by judge Regina Helena Costa. Then João Manoel de Pinho de Melo, from the Ministry of Finance, Vijay Gosula, from McKinsey consultants, and Fernando Veloso, from FGV’s Brazilian Institute of Economics (IBRE), will debate “Productivity and Formalization of Labor”, moderated by Judge Ricardo Villas Bôas Cueva, from the STJ. Economist Nuno Garoupa will give the closing lecture, about “Law and Development”, moderated by the Deputy Dean of Direito Rio and Coordinator of Direito Rio’s Center for Research in Law and Economics (CPDE), Antônio José Maristrello Porto.
