New book looks at Brazilian power sector concessions’ evolution and prospects

On July 20, the Fundação Getulio Vargas Center for Regulation and Infrastructure Studies (CERI) and Sao Paulo Law School are holding a webinar to launch a book titled “R&D Concessions in the Brazilian Power Sector – Evolution and Prospects.” The book is the outcome of a study carried out as part of the research and development program of the National Electricity Regulatory Agency (ANEEL) in partnership with EDP Energias do Brasil. The event will be livestreamed on FGV’s YouTube channel at 2 pm.

The book looks at the renewal of electricity sector concessions in Brazil from economic, legal and regulatory perspectives, while also examining experiences in other countries and in other infrastructure sectors in Brazil. It presents research and reflections to support the decision-making process associated with 129 electricity generation, transmission and distribution concessions that will be in place over the next 10 years, in line with the necessary predictability and transparency.

The Brazilian power sector is once again facing the end of some major power sector concessions, and the renewal conditions are uncertain, 10 years after the controversial Executive Order 579 of 2012 was issued. This executive order marked the sector by extending many concessions earlier than expected and establishing new regimes for generation and transmission services, with remuneration based on regulatory operating and maintenance costs, as well as efficiency criteria and indicators and goals related to quality and sustainability in the case of distribution services. The sector’s evolution in recent years and guidelines for its modernization warrant a new look at the subject.

During the event, there will be a panel discussion featuring Hélvio Guerra, the director of ANEEL; Paulo Luciano, the superintendent of ANEEL’s R&D Department; Gustavo Manfrim, head of the Economic Affairs Advisory Unit at the Mining and Energy Ministry; Luiz Falcone de Souza, EDP’s director of regulation; and FGV CERI researchers Romário Batista and Diogo Lisbona. The moderator will be the book’s organizers, Professor Mario Engler of the Sao Paulo Law School and Joisa Dutra, FGV CERI’s director.
