The chosen methodology encompassed quantitative modeling of estimates of greenhouse gas emissions in agriculture, the collection and analysis of ABC Program outlay data, and a case study involving farmers in Paragominas, Pará. Interviews were also held with representatives of financial institutions, rural producers and representatives of the third sector – key stakeholders in the ABC Plan.
After four and a half years of study, it was found that the volume of resources received by farmers in the ABC Plan was equivalent to 61% of all resources provided by the plan. Aspects such as land ownership and environmental regularization, poor communication and weak governance limit the reach of emissions-reduction targets.
