    Resumo

    The chosen methodology encompassed quantitative modeling of estimates of greenhouse gas emissions in agriculture, the collection and analysis of ABC Program outlay data, and a case study involving farmers in Paragominas, Pará. Interviews were also held with representatives of financial institutions, rural producers and representatives of the third sector – key stakeholders in the ABC Plan.

    After four and a half years of study, it was found that the volume of resources received by farmers in the ABC Plan was equivalent to 61% of all resources provided by the plan. Aspects such as land ownership and environmental regularization, poor communication and weak governance limit the reach of emissions-reduction targets.

He was president of the Organization of Brazilian Cooperatives (OCB), the World Organization of Agricultural Cooperatives and the International Cooperative Alliance (ACI), during which he visited 79 countries on all continents. He presided over the Brazilian Rural Society (SRB) and the Brazilian Agribusiness Association (ABAG). He was Secretary of Agriculture of the State of Sao Paulo and Minister of Agriculture, Livestock and Supply from 2003 to 2006.

  • Angelo Costa Gurgel

    Graduated in Agronomy and PhD in Economics Applied from UFV and postdoctoral fellow of the MIT Joint Program on the Science and Policy of Global Change. Adjunct Professor at FGV’s Sao Paulo School of Economics (FGV EESP) and coordinator of the school’s Professional Master's Degree in Agribusiness. He is a professor at the Department of Economics of the Faculty of Economics, Administration and Accounting of Ribeirão Preto (FEA-RP/USP). He has experience in economics, with emphasis on agribusiness economics, commercial policy and climate change, working mainly on the following topics: general equilibrium modeling, trade policy, climate policy, biofuels and land use changes.

  • Eduardo Delgado Assad

    Graduated in Agricultural Engineering from the Federal University of Viçosa. He has a Master’s and Doctorate from Montpellier, France. He worked at the INRA laboratories of Avignon and CIRAD in Montpellier. He specialized in remote sensing at the Center National d'Études Spatiales (CNES) in Toulouse. He has been an Embrapa researcher since 1987, initially working at the Cerrado Agricultural Research Center (CPAC). He was coordinator of the Natural Resources Area of ​​Embrapa Cerrados, Executive Secretary of the Natural Resources Program of Embrapa and head of Research and Development at Embrapa Cerrados. During the period from 1993 to 2006, he was the national technical coordinator of the Agricultural Zoning of Climate Risks of the Ministry of Agriculture, and in that period he created and coordinated the national network of agrometeorology. He coordinated several projects in a national network and was Chief of Embrapa Informática Agropecuária from 2005 to 2009. He coordinates projects in the area of ​​climate change and its impacts on agriculture. He created and coordinated the climate and agriculture subnet of the MCT & I climate network until 2013. He is a member of the scientific committee of the Brazilian Panel on Climate Change. In 2011, he was Secretary of Climate Change and Environmental Quality of the Ministry of Environment. Professor of the Master's Degree in Agribusiness at FGV EESP. He is currently a 1D Fellow of CNPq.

  • Sérvio Túlio Prado Júnior

    He holds a PhD in Business Administration from FGV’s Sao Paulo School of Business Administration (FGV EAESP). He is currently a professor at Fundação Getulio Vargas. He has researched topics such as emerging strategies and strategy as practice. He acts professionally as a manager and consultant in business strategy. Since 2014, he has managed venture capital in the precision agriculture segment (Elio Tecnologia). In 2016, he became the representative for South America's Leadership Pipeline Institute (LPI), a global business development consultancy.

  • Cecília Fagan Costa

    Graduated in Agronomic Engineering from Unesp and holds a postgraduate from Esalq - USP. She is currently the manager of the Center for Agribusiness at FGV’s Sao Paulo School of Economics (FGV EESP). Previously, she served as head of the Technical Advisory and Special Advisor to the Minister of Agriculture, Livestock and Supply, Executive Advisor to the Brazilian Agribusiness Association (ABAG) and producer of the Rural Panel Program, a weekly talk show hosted by Canal Rural.

  • Felippe Serigati

    He holds a degree in Economics from the State University of Campinas, a master's degree and a PhD in Business Economics from FGV’s Sao Paulo School of Business Administration (FGV EAESP). He is currently a professor and researcher at FGV. Has experience in Economics, with emphasis on Agrarian Economy.

  • Annelise Vendramini

    Coordinator of the Sustainable Finance Research Program at the Center for Sustainability Studies associated with FGV’s Sao Paulo School of Business Administration (FGV EAESP). She holds a bachelor's degree in Business Administration from PUC-SP, an MBA in Finance from IBMEC, a master's degree and a PhD in Business Administration from FGA/USP's PPGA.

  • Aron Belinky

    Graduated in Public Administration from FGV’s Sao Paulo School of Business Administration (FGV EAESP), he also holds a Master's Degree in Public Administration and Government from FGV EAESP and a degree in Geography from FFLCH/USP. Specialist in sustainability, social responsibility and conscious consumption, since 2013 he has been the Coordinator of the Performance and Transparency Program of the Sustainability Studies Center of FGV EAESP, and is also a visiting professor at the same institution. Previously, working in civil society, he was responsible for the Brazilian section of the National Dialogues on Green Economy and for other national and international processes related to the UN Conference on Sustainable Development of 2012, Rio+20. He also created the ISO 26000 international standard for Social Responsibility and directed the research on conscious consumption and social responsibility of Instituto Akau from 2003 to 2012. As a business consultant, he has worked with large companies and been a speaker in Brazil and abroad.

  • Guarany Ipê do Sol Osório

    He holds a doctorate in Public Administration and Government from FGV’s Sao Paulo School of Business Administration (FGV EAESP). He holds a Master’s Degree in Law, in the area of ​​Legal and Environmental Sciences, from the Faculty of Law of the University of Lisbon. He is currently an FGV researcher, and coordinates the Environmental Policy and Economics Program of the Sustainability Studies Center of FGV EAESP. He has been a lawyer since 1999, and has experience in Environmental, Business and Health areas. He participated in the process of elaborating subnational public policies on climate change and the elaboration of business proposals for public policies for a low carbon economy. He has coordinated and acted in several projects, among them, the studies commissioned by the Ministry of Finance, the Ministry of Environment, the Ministry of Development, Industry and Foreign Trade and the National Water Agency to support the process of development of mitigation policies and adapting to climate change. The focus is on public policies, mitigation and adaptation strategies for climate change and climate change regulations at the international, national and subnational levels.

  • Susian Martins

    Graduated in Agronomic Engineering from the Federal University of São Carlos. Holds a Master’s and Doctorate Degree from the "Luiz de Queiroz" School of Agriculture, University of São Paulo. She has worked at institutions such as Embrapa, Cepagri/Unicamp, FGV, Brazilian Panel of Climate Change. Member and researcher of the ABC Observatory, an FGVAgro initiative with the aim of involving society in the debate on low carbon economy. Currently, she is also working as an agro-environmental consultant on the following topics: land use change and land use management; classification of land use and forest phytophysiognomies; adaptation and mitigation to climate change; low-carbon agriculture; sustainable agricultural landscapes; financial mechanisms for the agricultural and forestry sectors; forest restoration; valuation of natural capital.
