Our academic output is on a par with that of the world’s most advanced education institutions, and we have exchange programs with many of them. Thus, we can say that Fundação Getulio Vargas’ horizon is the limit of the imagination. We can also say that FGV’s activities have always been focused on strategic areas in Brazilian life, such as public administration, the economy, history and law. Public administration is essential as it reinforces the positive concept of state bureaucracy, and it is crucial in order for Brazil to be a great democracy.

A leader in education in Brazil and abroad, due to its undergraduate, master’s and doctoral programs, as well as its consulting services, Fundação Getulio Vargas works with its heart and mind aimed at stimulating national development. As a center of excellence, however, our concern is to always be an innovative institution, for our students and society as a whole.

FGV is an organization that looks to the world in search of the modern. We look for whatever could be useful and adaptable to Brazil’s growth, in order to make the nation fairer and more advanced. Therefore, based on its own reflections and demands brought about by globalization, FGV creates new paradigms for improving performance, and presents them almost immediately to its stakeholders, composed of executives, professionals and young students looking for knowledge. Our courses, programs and activities closely track the evolution of companies and their needs in terms of qualifications and professional specialization.

Likewise, economics is fundamental in giving us a developed country. We will not be a great nation if we do not have a thriving economy, which is essential for strategic planning. We are also present in law, as we realized that it was necessary to innovate in this area and add to our interdisciplinary approach. The same applies to the fields of politics and history. If Fundação Getulio Vargas is a unique institution and a pioneer in many projects in the area of higher education and assistance for companies and public organizations, this is due to the inexhaustible source of talent composed of its leaders, professors, students and employees. The cradle of distinguished personalities such as ministers, presidents, directors and government officials, FGV has also evolved because of the efforts of its competent professors and passionate employees, who always deserve our recognition. We may therefore say that since it was founded, in 1944, this institution has not been limited to its physical facilities, buildings, objectives and programs. It is also worth emphasizing here the importance FGV places on maintaining its independence and plurality of points of view, which are among its key characteristics. However, the institution’s nonpartisanship does not stop it from advocating policies and ideals to help lead the country to progress and economic and social well-being.

Mission & history of FGV


Fundação Getulio Vargas was founded on December 20, 1944. Its initial objective was to prepare qualified people to work in public and private administration in Brazil. At the time, the country was already starting to lay the foundations for the growth that would come in the following decades. Anticipating the arrival of a new era, FGV decided to expand its focus of action and, from the restricted field of administration, it entered the broader area of the social and economic sciences. The institution went beyond the frontiers of teaching, into the areas of research and information as well, and became known as a center of excellence.

A pioneering and bold brand, Fundação Getulio Vargas provided Brazil’s first undergraduate, MA and PhD courses in public and private administration, as well as graduate courses in economics, psychology, accounting and education. FGV also paved the way for a well-grounded economy, by analyzing its balance of payments, public accounts and other economic indicators. Initiatives such as these have helped professionals to gain qualifications and the general public to get a better understanding of Brazil’s economic and social performance.


The reliability of FGV’s indicators and activities have been built over the course of generations by the talent and dedication of people such as Luiz Narciso Alves de Mattos, Eugênio Gudin Filho, Themistocles Brandão Cavalcanti, Alexandre Kafka, Octavio Gouvêa de Bulhões, Emílio Mira y Lopes, and Mário Henrique Simonsen. Their willpower has always overcome all obstacles. Thanks to the efforts of these idealists, political and business leaders, executives, researchers and students have continually renewed their trust in the institution’s reputation and principles, strengthening its prestige inside and outside Brazil.

The products and services offered by Fundação Getulio Vargas continuously help to improve the productivity and competitiveness of many companies and enhance the operations of municipal, state and federal government organizations. The solid knowledge of market dynamics and practices, great academic competence and international experience of its faculty have allowed FGV to create a diversified and comprehensive set of products, designed to meet the needs and expectations of its stakeholders, whether in the public or private sector.

Encouragement of Academic Research

A leader in the creation and refinement of ideas that contribute to national development, FGV invests in and encourages academic research, resulting in significant output, recognized nationally and internationally. The subjects explored include macroeconomics, microeconomics, finance, law, health, social security, poverty and unemployment, pollution, and sustainable development. The Foundation also runs research programs in the fields of history, the social sciences, education, justice, citizenship and politics.

FGV is also commissioned to do work for the public sector, companies and international organizations such as the World Bank. Furthermore, through the Brazilian Institute of Economics (IBRE), it generates and publishes indicators and reports to help shape the Brazilian economy, as a public service.

Code of Ethics

This Code of Ethics is designed to guide human relations within the scope of Fundação Getulio Vargas. It sets out universal principles and recommendations specific to FGV, which is a private, non-profit, charitable organization that carries out technical, scientific and educational activities.

In accordance with this spirit, everyone who has an employment or educational link with FGV must ensure that their individual values are compatible with those stipulated in this Code of Ethics.
