7th COSUD: Governors from South and Southeast regions debate sanitation, tax reform and Federative Pact at FGV

On March 2, 3 and 4, Fundação Getulio Vargas hosted the 7th meeting of the South and Southeast Integration Consortium (COSUD) in Rio de Janeiro. The event focused on strengthening the agenda of cooperation between the governments of the seven states that make up these two Brazilian regions, discussing ways to meet their economic, social and environmental needs.

The event was attended by the governor of Rio de Janeiro, Claudio Castro; the governor of Espírito Santo, Renato Casagrande; the governor of Minas Gerais, Romeu Zema; the governor of Paraná, Ratinho Júnior; the governor of Rio Grande do Sul, Eduardo Leite; the governor of Santa Catarina, Jorginho Mello; and the governor of Sao Paulo, Tarcísio Freitas. The 7th COSUD meeting also brought together state secretaries and technical officials to discuss joint projects. During the event’s opening session, FGV was represented by its president, Professor Carlos Ivan Simonsen Leal.

During the three-day event, state secretaries, ministers, civil servants, professors and researchers debated fundamental issues not only for the development of Brazil’s South and Southeast regions, but also to create a favorable economic environment to enable the implementation of necessary public policies to improve citizens’ quality of life. The 7th COSUD meeting ended on Saturday, when an open letter from the governors was read out. The document was drafted through the coordinated action and cooperation of the seven states represented by COSUD. Among other things, the letter called for tax reform, a review of state governments’ debts and more debate about the Federative Pact.

“We made a point of proposing discussion of a new Federative Pact at this COSUD meeting, because I consider this a key issue alongside tax reform,” said the governor of Rio de Janeiro, Claudio Castro, the event’s host.
