Economy Minister Paulo Guedes debates Federative Pact and new fiscal model for Brazil

Economy Minister Paulo Guedes will take part in the Federative Pact Seminar on February 7, at 8 am, at the FGV Cultural Center (Praia de Botafogo, 186, Rio de Janeiro). The event is being organized by the FGV´s EPGE Brazilian School of Economics and Finance (FGV EPGE) and the Economy Ministry’s Special Finance Secretariat.

The seminar will debate the new fiscal model for the Brazilian federation proposed in several bills and constitutional amendments, which will collectively form a new “Federative Pact.” The opening remarks will be given by FGV’s president, Professor Carlos Ivan Simonsen Leal, the dean of FGV EPGE, Professor Rubens Penha Cysne, and Aloisio Araujo, who is a professor at FGV EPGE and the Institute of Pure and Applied Mathematics (IMPA) in Rio de Janeiro, as well as a special advisor to the economy minister.

There will then be a panel discussion about the Federative Pact, involving Paulo Hartung, a former governor of Espírito Santo – the only state that has a grade A credit rating from the National Treasury Secretariat. The other debater will be the special finance secretary at the Economy Ministry, Waldery Rodrigues. The moderator will be the deputy special finance secretary, Jeferson Bittencourt.

Before the keynote speech by Paulo Guedes, which will end the event, there will be a panel discussion involving federal representative Pedro Paulo Carvalho, the author of Constitutional Amendment Proposal 438 of 2018, which is designed to establish guidelines to get mandatory government spending under control, and the rapporteur for Complementary Bill 149 of 2019, known as the Mansueto Plan. He will discuss these two initiatives with the national treasury secretary, Mansueto Almeida. The moderator will be the director of the Special Finance Secretariat, Bruno Funchal.

To cap off the event, Paulo Guedes will talk about the More Brazil Plan and the need to rethink the Federative Pact. He will be introduced by Professor Aloisio Araujo.
