Evaluation of Water for All program presented at public policy seminar

On October 23 and 24, Fundação Getulio Vargas’ Department of Public Policy Analysis (FGV DAPP) participated in the Third Public Policy Center Seminar: Analysis and Evaluation (NUPPAA), which had the theme of “state capacities and innovation.” The event, which occurred at Rio de Janeiro Federal University’s Brazilian College for Advanced Studies, brought together public and private sector actors involved in analyzing and evaluating public policy, including professors, researchers, government managers, third sector professionals, graduate students and postdoctoral students.

FGV DAPP researchers Beatriz Meirelles and Paula Audibert presented their paper, titled “The Water for All Program from the perspective of its target group,” describing their evaluation of the effectiveness of the Water for All program, carried out in the FGV Public Policy Evaluation Working Group on behalf of the Ministry for National Integration. This work involved qualitative field surveys of beneficiaries and other stakeholders, to analyze the program’s role and impact on families’ lives. The researchers sought to link the results of their interviews to the program’s performance evaluation criteria.

The results indicated that the program has contributed to a significant change in families’ lives. It has been effective at enhancing rural people’s access to regular water supplies, besides indirectly improving the quality of life of other families not directly covered by the program. At the end of the Third NUPPAA Seminar, participants discussed the importance of analyzing and evaluating policies and programs that allow other types of methodologies that are not restricted to economic aspects.
