FGV discusses budget reform at event in Rio de Janeiro, Brazil

At this moment of intense social mobilization, it is essential to debate the inflexibility of public budgets. With this in mind, the Brazilian School of Public and Business Administration (EBAPE) and FGV Projetos will hold tomorrow, September 18, a seminar on budget reform and public management, topics addressed by professors Armando Cunha and Fernando Rezende (EBAPE) in an interview with the newspaper O Globo last Sunday. In the article, the experts state that the current Brazilian model stems from the premise that the solution to the quality of public service is more money, when the existing money is not being properly used. EBAPE's director, Flávio Vasconcellos, and the director of FGV Projetos, Cesar Cunha Campos, will open the panels next to professors Armando Cunha and Fernando Rezende. The event will also be attended by the senior researcher of the Brazilian Institute of Economics (FGV/IBRE), Samuel Pessoa, EBAPE's professors Carlos Pereira and Paulo Roberto Motta; the World Bank economist, Álvaro Manoel; the director of CEPAL's office in Montevideo and Assistant Professor at Columbia University - NY Juan Pablo Jiménez; the vice-head of the Office of the Secretary-General of the Organization for Economic Cooperation and Development (OECD), Luiz de Mello; and the legal adviser of the Federal Senate, Marcos Mendes.Addressing the experiences in Brazil and other countries, the debates will widen themes such as the efficiency of budget management and the promotion and visibility of fiscal adjustment, with the aim of transparency and quality of processes and investments. Based on this, agendas and proposals for the reform of the Brazilian budget process may be elaborated.The theme is also on the pages of the book The Forgotten Reform: Budget, Public Administration and Development, which will be launched by Armando Cunha and Fernando Rezende at the occasion.The event, held in Portuguese, is open to the public and will take place at FGV's headquarters in Rio de Janeiro, from 9:30 am to 6:30 pm.Registrations should be completed by sending an e-mail to eventos.fgvprojetos@fgv.br.
