FGV partners with group of municipalities to prevent environmental disasters in Serra Gaúcha
Fundação Getulio Vargas, through FGV Projetos, and the Serra Gaúcha Intermunicipal Sustainable Development Consortium (CISGA) recently signed a memorandum of understanding to develop a plan to prevent environmental disasters in the region’s municipalities, in response to the recent severe flooding in the state of Rio Grande do Sul. This initiative is part of joint efforts to strengthen the resilience of the municipalities in the Serra Gaúcha region through comprehensive and multidisciplinary planning.
FGV Projetos’ initial work plan includes carrying out a thorough diagnosis of the region’s municipalities, divided into three spheres: socioeconomic, geoenvironmental and urban planning.
- In the socioeconomic field, information will be collected on economic activities, such as farming and industry, as well as school infrastructure and production centers.
- The geoenvironmental work will focus on the history of landslides, slope characteristics and drainage systems, as well as water collection and waste treatment.
- The urban diagnosis will assess the infrastructure, mobility and real estate layout of the municipalities.
According to André Andrade, executive manager at FGV Projetos, who is responsible for this initiative, “combining FGV’s experience with innovative approaches will not only support these municipalities but will also serve as a disaster prevention model for other parts of Brazil.”
The partnership is in line with FGV’s mission to stimulate Brazil’s socioeconomic development, taking advantage of FGV Projetos’ expertise in environmental disaster situations. For example, it has worked on income transfer programs in Brumadinho and Barão de Cocais, in the state of Minas Gerais, and it also obtained experience in the New Start Project, which helped the victims of heavy rains in São Sebastião in the state of Sao Paulo in 2023.
CISGA is made up of 26 municipalities: André da Rocha, Antônio Prado, Bento Gonçalves, Carlos Barbosa, Caxias do Sul, Coronel Pilar, Cotiporã, Fagundes Varela, Farroupilha, Flores da Cunha, Garibaldi, Guaporé, Monte Belo do Sul, Nova Araçá, Nova Bassano, Nova Pádua, Nova Prata, Nova Roma do Sul, Paraí, Pinto Bandeira, Protásio Alves, Santa Tereza, São Jorge, São Marcos, Veranópolis and Vila Flores. In all, the region has 913,192 residents.
