FGV Sao Paulo Law School’s Professional Master’s and BNDES sign agreement about legal subjects

The Professional Master’s Program at the FGV Sao Paulo Law School and Brazil’s national development bank, BNDES, have signed a cooperation agreement for the production of theoretical and practical knowledge on legal issues involving public sector real estate sales programs, including through the creation of real estate investment funds. The work began on June 22 and it will run until October 15, when a public event on the topic will be held.

The goal of the initiative is to create a conducive environment for reflection, discussion and the proposition of legal theses aimed at building consensus for the best use of public sector real estate. There is a perceived need for this in all spheres of government, which are facing challenges due to the lack of an established model for real estate privatization projects. The subject demands innovative solutions that can be replicated throughout the public sector.

The agreement provides for the holding of a Public Sector Real Estate Law Conference. This will be a forum for debate and the building of consensus, featuring special guests who will answer the organizers’ questions. There will be three thematic blocks: I) the structuring of real estate projects involving public sector assets and tax aspects; II) legal limits and requirements for the acquisition of public sector real estate by real estate investment funds; and III) economic use of public sector real estate and public policies.

Each thematic block will have a rapporteur, who will summarize what is said. These reports will then be approved by the project’s management committee. The reports will include a legal justification section and they will be widely disseminated, including through a public event.
