FGV/EBAPE's project gets scholarship from research agency

The project Petróleo, Gás e Federação - Instituições Políticas e Recursos Naturais no Equilíbrio Federativo? will investigate the impacts that governmental revenues from oil and natural gas production have on States organized under federative form and their institutional environments.

The project Petróleo, Gás e Federação - Instituições Políticas e Recursos Naturais no Equilíbrio Federativo? (Oil and Gas Federation - Political Institutions and Natural Resources in Federative Balance), of FGV/EBAPE Professors Carlos Pereira and Robert Gregory Michener, was awarded a scholarship of Fundação Carlos Chagas Filho de Amparo à Pesquisa do Estado do Rio de Janeiro (FAPERJ). The project, which also had the collaboration of students Amanda Cristina Medeiros and Mauricio Ribeiro, of the Ph.D. program; Bernardo Vaz, of the master's; and Lucas Reis Duarte and Raphaela Brito, of the undergraduate program, will investigate the impact that government revenues from oil and natural gas production have on the States organized under the federative form and their institutional environments. The assumption is that the revenues from the economic exploitation of oil and natural gas will significantly impact the local and regional environments in which to develop such economic activities and ultimately influence the institutional arrangement of the federation and the political relations among subnational entities.To what extent do political institutions impact the degree of conflict or cooperation in the decision making process that defines how these resources will be distributed among federal entities? Which institutional design would provide a better balance of power and allocation of revenues from the exploitation of these natural resources? These are some questions that the study focuses, explains Carlos Pereira. Besides the presentation of the final report with the main conclusions and research analysis, scientific articles will be elaborated to be presented at national and international conferences and to scientific journals in Brazil and abroad.
