International guest gives lecture on public management for MAP Master’s students
On April 12, 2019, the Master’s Degree in Public Administration (MAP) of FGV’s Brazilian School of Public and Business Administration (EBAPE) held the lecture “Public Management as a Design-Oriented Professional Discipline,” given by Professor Michael Barzelay, from the London School of Economics and Political Science (LSE, United Kingdom). The activity is part of the discipline Analysis of Organizations and Public Policies (AOPP), taught by Professor Roberto da Costa Pimenta.
Professor Armando Cunha (FGV EBAPE) opened the event, highlighting the importance of Barzelay’s work in the field of public management and innovation within governmental organizations. In his lecture, the international guest discussed Public Management as a field of professional practice, emphasizing that, although public management has been widely studied and discussed, its identity and nature are still not well defined.
In order to overcome this barrier in the development of public administration in academia, Barzelay also addressed the challenge of making public management a true professional discipline. Using the concept of “design-oriented professional disciplines,” he discussed the idea of public management as a design-oriented social science, similar to the concept that Herbert Simon referred to as “artificial science.” The guest addressed these topics and ideas in an innovative way, guiding the audience through a fictional “Public Administration Museum,” in which seminal contributions to the theorization of public management as a professional practice were presented.
Emphasizing the goal of public administration to create “public value,” the professor presented and discussed the different types of skills needed for the training and performance of public management professionals: ability to diagnose situations and alternatives; ability to decide on the best options for interventions and policies; designing capacity; and capacity for argument and persuasion.
The lecture was attended by the students of the Professional Master's Degree in Public Administration (MAP) of FGV EBAPE, in addition to Professors Armando Cunha (former dean of FGV EBAPE), Roberto da Costa Pimenta (academic coordinator of the MAP and Head of the Academic Training and Research Center – CFAP – FGV EBAPE); Ricardo Lopes Cardoso (Coordinator of the Academic Master’s Degree and Doctorate in Administration of FGV EBAPE); Gregory Michener; Bernardo Fajardo; Doctoral student in Administration at FGV EBAPE, and Flavio Fontanelli, tutor of the AOPP discipline, as well as guests from different undergraduate and graduate courses at the institution.
Michael Barzelay is a professor of public management at the London School of Economics and renowned worldwide for being the author of the book “Breaking Through Bureaucracy: A New Vision for Managing in Government.” PhD in Political Science and Master of Public and Private Management by Yale (United States), Barzelay also holds an Honorary Doctorate in Political Science from the University of St. Gallen (Switzerland).
