Online event discusses IVAR, FGV’s new index, and its impact on the real estate market

Fundação Getulio Vargas’ Rio de Janeiro Law School, in partnership with its Brazilian Institute of Economics (FGV IBRE), will hold a webinar called “Residential Rent Index (IVAR): Economic and Legal Aspects” on February 17, at 5 pm, on FGV’s YouTube channel.

The purpose of the meeting is to discuss the legal impacts that the Residential Rent Index (IVAR) will have on the real estate market. Launched recently by FGV IBRE, this indicator measures changes in residential rents, an economic variable of huge importance, which affects millions of contract negotiations and also various aspects of macroeconomic analysis.

During the webinar, FGV IBRE specialists involved in calculating the new index will explain its methodology and talk about its relevance in the present economic context, while FGV Rio de Janeiro Law School professors will analyze the legal options available to people who want to calculate their rent adjustments using IVAR. In general, these contracts have tended to be adjusted in line with IGP-M – another index calculated by FGV IBRE, which was recently replaced by IPCA, calculated by Brazil’s national statistics agency, IBGE.

The debate will feature Paulo Picchetti, the FGV IBRE researcher responsible for IVAR’s methodology and a professor at FGV EESP; Ana Maria Castelo, FGV IBRE’s construction project coordinator; André Braz, FGV IBRE’s price index coordinator; Professor Daniel Dias of the FGV Rio de Janeiro Law School; and Professor Gustavo Kloh, also of the FGV Rio de Janeiro Law School. The discussion will be moderated by Aloisio Campelo Jr., FGV IBRE’s public statistics superintendent.

According to Professor Daniel Dias, the event’s coordinator, the aim is to identify legal paths for tenants and landlords who wish to make changes to their contracts. “IVAR is an excellent new tool for the real estate market, but there are challenges. For example, we don’t yet know how many people in the market will start to use this new index. There are also some legal issues. In relation to existing contracts, can one of the parties demand that IGP-M be replaced by IVAR to adjust rents? There is a lot to debate and that’s precisely the purpose of this event,” he says.
