UNIFA and FGV hold seminar on capacity-based planning

On November 18, Fundação Getulio Vargas (FGV) and the Advanced Studies Center of the Brazilian Air Force University (UNIFA) held a seminar titled “Capacity-Based Planning – Challenges for Society 4.0,” in the city of Rio de Janeiro. The event resulted from a technical cooperation agreement between UNIFA and FGV, aimed at supporting teaching, research and extension projects, as well as initiatives geared at organizational, academic and technical-scientific development.

Capacity-based planning is a strategic planning tool that encompasses a series of procedures to prepare the Armed Forces by developing appropriate capacities to meet the state’s interests and needs, within a defined period, in line with potential scenarios, budget limits and available technology.

Representatives of military and civilian organizations, such as the Brazilian Space Agency, Navy, Army and Air Force, were present at the event. The following topics, among others, were debated during the seminar: the impact of capacity-based planning on the Brazilian Space Program; the Defense Ministry’s vision of capacity-based planning; and leadership and technology in the age of capacity-based planning.

The chief of staff of the Brazilian Air Force, Air Lieutenant Carlos Augusto Amaral Oliveira, said it was important that the seminar was held in cooperation with FGV, as this kind of initiative brings military and civilian organizations closer together and helps them share information.

“This collaboration permits the dissemination of very complex knowledge. For this reason, we chose to develop links with FGV researchers and their scientific studies, to help deliver better quality research related to this subject,” he said.

According to Peterson Ferreira da Silva, a speaker at the seminar and a professor at the War College of Brasília, the event played a decisive role in conveying the importance of capacity-based planning to society and the Armed Forces. “It is fundamental for us to divulge this capacity-based methodology and to incorporate people’s impressions and concerns, while stressing the importance of capacity-based planning for not just the Armed Forces but for the nation’s defense as a whole,” he said.
