Experts debate fiscal frameworks as a path to sustainable public finances
Event held in São Paulo gathers managers and state representatives to discuss medium-term strategies and quality of public spending

Last Monday, May 19, fiscal management experts, public authorities, and representatives from over 15 states of the federation participated in the event “Medium-Term Frameworks: a Path to Fiscal Strategy, Sustainability of Public Finances, and Efficient Allocation of Public Spending.” The meeting took place in the Grand Hall of FGV EAESP in São Paulo, initiated by FGV Projetos, the technical advisory unit of Fundação Getulio Vargas, in partnership with the Inter-American Development Bank (IDB).
The program was opened by the executive director of FGV Projetos, Luiz Carlos Duque, and the principal Fiscal Management Specialist at IDB, Cristina MacDowell. Following this, IDB’s senior specialist André Martinez presented guidelines and perspectives for the adoption of medium-term fiscal frameworks. Subsequently, Luiz Lourenço de Mello Filho, coordinator of projects at FGV Projetos, shared experiences gathered from initiatives conducted in the states of Piauí, Espírito Santo, and Mato Grosso.
State representatives also reported the challenges faced and the progress made in institutionalizing the frameworks in their local contexts. The broad adherence to the event reflected the topic’s relevance for strengthening subnational fiscal management.
“The states’ engagement confirms the importance of the debate on fiscal sustainability. The active presence of managers underscores that it is time to act and implement the frameworks where they have not yet begun,” highlighted André Andrade, executive manager of FGV Projetos.
