FGV students achieve 2nd place in COP30 hackathon with public policy proposal for São Paulo
Project developed by EPPGE students will be implemented by the City Hall and promotes the proper disposal of waste through gamification

Students from the School of Public Policy, Government, and Business (FGV EPPGE) — Karlos Eduardo Queiroz da Silva, Micaella Yasmin Indalecio da Silva, Lucas Fernandes Miranda, Clarysse Rodrigues Dias, and Luiz Felipe Cavalcante Carneiro—under the guidance of professor Tatiana Sansone Soster, secured 2nd place overall in the hackathon organized by the University of São Paulo (USP), aimed at developing sustainable public policies aligned with the COP30 agenda. The team also achieved 1st place in the mitigation axis of the competition.
Represented in the final presentation by Karlos Eduardo, Micaella Indalecio, and Lucas Fernandes, the students received a 3D printer as a prize and had their proposal selected for implementation by the City of São Paulo.
The developed proposal, named CORA, consists of a public policy encouraging the proper disposal of organic and recyclable waste, associated with a reward system for acquiring fresh produce. The solution employs gamification tools and draws inspiration from experiences already implemented in European countries.
The project involved in-depth analysis of municipal legislation, assessment of local demands, and field research, resulting in a technically sound and socially relevant initiative. Participation in the hackathon also provided students with practical experience in diagnosis, solution design, feasibility analysis, and implementation planning.
The group will continue to engage with the City of São Paulo to support the next steps in executing the proposal. According to team members, the process broadened their perspective on sustainability, urban governance, and citizen engagement:
“We had to thoroughly understand São Paulo’s legislation, analyze data, and build an innovative, viable solution with real social impact. We now move forward enthusiastically to collaborate with the City Hall in implementing CORA,” they emphasize.
