FGV supports Piauí government in fiscal and budgetary modernization project
The end of the project was marked by the seminar “Medium-Term Milestones: A Path to Fiscal Strategy, Sustainability of Public Finances and Efficient Allocation of Public Spending”.

The Getulio Vargas Foundation, through FGV Projetos, has successfully concluded its technical advisory work with the Piauí State Government with a view to modernizing the state's fiscal and budgetary management. The end of the project was marked by the seminar “Medium-Term Milestones: A Path to Fiscal Strategy, Sustainability of Public Finances and Efficient Allocation of Public Spending”, promoted in partnership with the state's Planning (Seplan) and Finance (Sefaz) Departments. The event brought together state secretaries, government technicians and FGV experts in Teresina, highlighting the progress made and the guidelines for the future.
The Secretary of Planning, Washington Bonfim, and the Secretary of Finance, Emílio Júnior, emphasized the importance of the project for the sustainability of the state's public finances. Bonfim highlighted the actions already taken and the next steps for Piauí to achieve the CAPAG-A rating, which is essential for increasing its investment capacity.
Representing FGV, André Andrade, executive manager, and Tomaz Leal, specialist in public spending control, presented the results of the work to develop and implement the Medium-Term Budgetary Framework Model (MOMP) for the state of Piauí. Also during the event, project coordinator Maurício Gouvêa presented the manual “Guidelines for Implementing Management Routines and Practices”, which will be distributed to state managers as a practical guide for consolidating the new model. The FGV team was also joined by Luiz Lourenço.
Developed with the support of the Inter-American Development Bank (IDB) through the PROFISCO II program, the project focused on implementing the Medium-Term Milestones (MMP) model, a strategic tool for aligning state tax practices with international standards. The initiative reaffirms Piauí's commitment to modernization and efficiency in public management, as well as FGV Projetos' role as a strategic partner in developing innovative solutions to the challenges facing Brazilian public administration.
