Participatory process boosts the formulation of the Climate Mitigation Plan
The team from the Center for Sustainability Studies at Fundação Getulio Vargas is supporting the federal government in gathering contributions from civil society for the drafting of the National Mitigation Strategy and its Sectoral Plans

Designed to guide Brazilian climate policy until 2035, the National Plan on Climate Change (Climate Plan) is currently being developed by the federal government and will define a set of actions for Brazil to reduce its greenhouse gas emissions and adapt to the impacts of climate change. Among the documents that make up the Plan are the National Mitigation Strategy and its Sectoral Plans, also under construction with technical support from the FGV Center for Sustainability Studies.
Through a partnership with the Ministry of Environment and Climate Change (MMA), FGVces is implementing a strategy to engage and encourage dialogue among different segments of society to present the progress of the work for the formulation of the Climate Mitigation Plan and to gather contributions for the creation and improvement of the Sectoral Mitigation Plans.
For this purpose, seminars and workshops were held with the participation of representatives from the private sector, civil society, and academia. The Sectoral Plans for Waste and Cities were presented and discussed in virtual meetings held jointly with the MMA and the Ministry of Cities (MCid) on March 11, 12, and 13. Around 660 people participated.
The Sectoral Plans for Energy, Industry, and Transport had their dialogue workshops on March 24 and 25. The meetings took place in São Paulo, at the School of Business Administration of FGV, and were promoted jointly with the Ministry of Mines and Energy (MME), Ministry of Development, Industry, Trade and Services (MDIC), and Ministry of Transport. Approximately 180 people participated.
Finally, the Sectoral Plans for Land Use and Cover in Public Areas and Agriculture and Livestock were addressed on April 8 and 9 in Brasília with the participation of 245 people. The workshops were held in collaboration with the MMA, Ministry of Agriculture, Livestock and Supply (MAPA), Ministry of Agrarian Development and Family Agriculture (MDA), and Ministry of Fisheries and Aquaculture (MPA).
The activities were conducted by a team composed of members from FGVces and the MMA. From FGVces, participants included: Guarany Osório, Guilherme Lefèvre, Gustavo Breviglieri, Layla Lambiasi, and Marina Esteves. Representing the MMA, participants included, among others: Aloísio Melo, Acting National Secretary for Climate Change, and Leandro Gomes Cardoso, General Coordinator for Mitigation and Protection of the Ozone Layer at the National Secretariat for Climate Change.
"The sectoral workshops aimed to provide a space for society to offer its contributions to the drafting of the National Mitigation Strategy and its Sectoral Plans. In this regard, participants were invited to map and discuss measures that will be important for the country's mitigation efforts," highlighted Guilherme Lefèvre, manager of the project Contributions to Climate Action in Brazil, from FGVces.
All contributions will be evaluated by the ministry responsible for the sectoral plan and incorporated into the text, especially in chapter three, the so-called "Action Plan".
