FGV participates in seminar on monitoring and evaluating institutional capacities

Robert Gregory Michener, a professor from FGV’s Brazilian School of Public and Business Administration (EBAPE), participated in the international seminar titled ‘Medición de Capacidades Institucionales em Monitoreo y Evaluación’ (Measurement of Institutional Capacities in Monitoring and Evaluation) held in Mexico City on June 9. The event was organized by the Center for Learning on Evaluation and Results (CLEAR), an initiative supported by UNESCO, the El Banco Inter-Americano, and the World Bank, as well as the Center for Teaching and Economic Investigation of Mexico (CIDE).
Michener presented a paper published in the World Development journal – one of the top 10 development studies journals in the world –, featuring reviews and solutions for the use of compound indexes to gauge public policies. As case studies, the paper analyses six indexes that measure transparency policies in some way, including the Open Data Index, Right-to-Information Index, Aid Transparency Index, Resource Governance Index, Open Budget Index, and Sovereign Fund Transparency Index.
The study by the EBAPE professor was presented during a panel that discussed the experience of measuring government capabilities and public policy indexes, which also featured Abeba Taddese (Results for All), Mariana Chudnovsky (CIDE), and Rodrigo Velásquez (CIDE).
