On May 16, at 11 a.m., the Nucleus for Legal Practice (NPJ) of FGV’s Rio de Janeiro Law School (Direito Rio) will launch Volume 8 of ‘Série Clínicas – Cadernos FGV Direito Rio’ [Clinical Series – Rio de Janeiro Law School Journal], titled ‘Política pública municipal e federalismo permissivo: sobreposições de competências administrativas e legislativas e o arrefecimento do controle social’ [Municipal public policy and permissive federalism: overlapping administrative and legislative powers and the cooling of social control], in the hall of the 8^th floor of the FGV’s main office, in Rio de Janeiro (Praia de Botafogo, 190. Botafogo).

Developed by 15 students, under the supervision of lawyer João Marcelo Lima, within the NPJ Clinics Program, the publication brings a legal opinion requested by the Meu Rio organization, with an analysis of projects that have been developed with regard to sanitation, urban mobility, housing, and air pollution by the federal, states, and municipal governments.

The event will include a debate on the challenges of implementing public policies on a municipal level. Has the existence of overlapping legislative and administrative powers between the municipal, state, and federal governments created obstacles to the development of public policies by municipalities? This question will lead the public debate, which will focus on the city of Rio de Janeiro.

The event will be opened by André Mendes (Coordinator at NPJ) and will feature Débora Pio (Coordinator of Mobilizations at Meu Rio); Carlos Ragazzo (Master’s Professor at Direito Rio); João Marcelo Lima (Clinic Supervisor at NPJ); and Henrique Silveira (Executive Coordinator at Casa Fluminense).
