FGV’s EPGE Brazilian School of Economics and Finance (EPGE), with the support of the Institute of Applied Economic Research (IPEA), will be holding, on April 26, the seminar “PEC do Pacto Federativo” (“PEC of the Federative Pact”), from 9.30 AM. The event will be held at the FGV Headquarters (Praia de Botafogo, Rio de Janeiro, RJ) and will bring together economists and authorities to discuss the proposal, which proposes the divestment and decentralization of the Federal budgetary resources.

In a scenario of serious economic crisis that affects the finances of states and municipalities, in addition to being an important measure for the fiscal balance, budgetary divestment represents an opportunity to reconfigure relations between the Executive and Legislative Branches, strengthening the participation of the National Congress in the preparation of the Federal budget. It is also an opportunity to renegotiate the attributions and resources to be shared with states and municipalities.

The seminar will be attended by Aspásia Camargo (researcher specializing in Federalism), Carlos von Doellinger (President of IPEA), Rubens Penha Cysne (Professor of FGV EPGE) and Vilma Pinto (Researcher of FGV IBRE). The specialists will discuss the economic, legal, and political constraints of revising current budget rules.
