Public Management and Citizenship Journal invites academics to submit papers on administrative reform

The Public Management and Citizenship Journal, published by the Sao Paulo School of Business Administration (FGV EAESP), has called on academics to submit papers discussing the government’s new administrative reform proposal.

The papers will be selected and organized by five guest editors from different parts of Brazil: Alketa Peci (FGV EBAPE, Rio de Janeiro), Cibele Franzese (FGV EAESP, Sao Paulo), Felix Lopez (Institute for Applied Economic Research, Rio de Janeiro), Leonardo Secchi (UDESC, Santa Catarina) and Thiago Dias (UFRN, Rio Grande do Norte). Together, the chosen papers will make up a special edition of the Public Management and Citizenship Journal, called “Beyond the Administrative Reform: The State’s Role in the 21st Century.” The deadline for submissions is January 15, 2021.

The organizers are looking for articles that discuss the proposed reform or connections between aspects of Constitutional Amendment Proposal 32 of 2020 and the state’s role in the 21st century. In fact, many subjects related to this proposal are more about management than constitutional changes. Furthermore, the reform seeks to explicitly include state and municipal governments, but it leaves out other branches of governments in which distributive injustices are more present.

Accordingly, the organizers are hoping to receive case studies or comparative analyzes that describe good people management practices and other innovative initiatives adopted by states and municipalities, providing evidence of the results of policies implemented at least a year ago. Reflections about the legislative and judicial branches are also welcome, as well as international research that can support analysis of the proposed reform or signal best practices for Brazil to learn from.
