FGV/IBRE researchers create blog to discuss public services

The economists were motivated by the lack of debate surrounding the Brazilian public policy agenda, because public services in Brazil are poor, and the citizens, in most cases, do not know where to turn to.

The researchers in the field of Applied Economics of FGV/IBRE, Joana Monteiro and Luiza Niemeyer, launched on the 16th the independent blog O Agente Principal, serviços públicos em foco (The Main Agent, public utilities in focus). The economists were motivated by the lack of debate surrounding the Brazilian public policy agenda, because public services in Brazil are poor, and the citizens, in most cases, do not know where to turn to or what to do to claim their rights and get a good service.The blog emerged from the need to raise awareness about the importance of the topic. Today, even when public services are discussed the focus remains too much on the level of distribution of resources, but it is a product much more extensive than that. It goes through the design of the policy to be adopted, resource allocation and deployment, involving multiple agents, said Luiza. When it comes to public services, the feeling, according to economist Joana Monteiro, is that people are asking the State for quality improvement in health and education as if it were a God, that box capable of providing all when in reality, the problem is much more complex.The platform tries to answer or only discuss questions such as: What are the priorities of Brazilian people? Why is it more difficult to increase the quality of services in the public sector than in the private sector? Does Brazil need to invest more money on health and education? Do the policies being made produce results? What to do to improve them? The idea is to write texts for the general public based on research or numbers generated by them or by other agencies. The goal is to analyze the data and encourage a debate on that theme and not start with preconceived ideas and then later try to justify them. We want to look at that statistic and interpret it, said Luiza. And in that sense, we seek to break myths. The subject of one of the posts I wrote, for example, talks about the survival of the state of Rio de Janeiro's security policy. The pacification police has not failed, it has fulfilled the role for which it was designed, that is, occupy territories which before belonged to drug dealers, added Joana.The blog name was also thought carefully and can have multiple interpretations. They explain that The Main Agent can be one of three entities: the citizen, the government/politician and, at the end, the public server. In each case, one of them will be the main agent. The main agent delegates the action to the agent. Therefore, for the authority, the main agent can be the citizen, who elected him, and in turn, this politician may be the main agent of the public server, since it is responsible for his/her work. Then, when we have a public server/ citizen relationship it is complicated because who pays for the service is the society, but it is not necessarily the boss of the public server, said Joana. Regarding the frequency of the posts, the goal is to publish two per week.
