FGV welcomes Francis Fukuyama for meeting on governance and democracy

When speaking about governance, I focus on public administration and in its ability to attend demands. Defining public policies is very important, but I am interested in the quality of the implementation of such policies, said the North-American political scientist, economist and author, Francis Fukuyama, in a lecture at FGV's São Paulo Law School (DIREITO GV) last Monday, October 28th.The author of the book The End of History and the Last Man (1992) visited São Paulo Law School for a talk about Law and Development - one of the main research lines of the School. I would like to develop an empirical search at a global level to understand the relationship between high quality public administration and democracy, revealed Fukuyama, in the meeting with professors, researchers and master students.When presenting his recent research, What is Governance?, Fukuyama said that there are not enough empirical studies on the quality of public administration. Private companies, international institutions and non-governmental organizations require good governance, but the State and its executive branches don't. How should the quality of State administration be measured?, he asks. According to him, countries such as China and Singapore, for example, have high quality public administrations, but little democracy. India, on the other hand, is one of the largest democracies in the world, but offers low quality in public services. And Brazil could be placed halfway between these two. Do you agree with this position? , he asked the audience.For Fukuyama, the euro crisis is precisely the result of the difficulties faced by a group of countries with very different levels of governance to create a single currency. On one hand, we have countries such as Germany and the Netherlands, with fairly efficient state machines.
