Social Health Organizations - 20 years: Solution or Misrepresentation in Public Administration

The model of health services management through Social Health Organizations (OSSs) completes 20 years in 2018. The experience, which began with the implantation of new state hospitals in Sao Paulo, spread throughout Brazil and today is present in more of 200 municipalities, 22 states and the Federal District. Studies have shown that the model is more efficient when compared to the traditional management by the direct administration of public health equipment. User surveys reveal a high degree of satisfaction with the services provided by these entities. On the other hand, critics of the model claim it to be a form of privatization of public affairs and accuse it of lack of transparency, of encouraging the precariousness of labor relations, of paying millions of salaries to its leaders, and of diverting public resources, among other criticisms.
In this context, FGV Saúde (FGV Health) will discuss the topic, considering three protagonists: the Public Ministry, public manager and an institutional representative of OSSs.
