FGV Executive Education is holding a webinar on tax reform, to look into the controversial subject of consumption taxes, which has pitted different sectors of the Brazilian economy against one another. This public event will be livestreamed on FGV’s YouTube channel on April 18, at 2 pm.
The webinar will be moderated by the non-degree graduate course coordinator at the FGV Rio de Janeiro Law School, Rafael Alves de Almeida. The speakers will be Professor Gustavo Fossati of the FGV Rio de Janeiro Law School and Gabriel Quintanilha, a visiting professor at the school.
During the event, the academics will discuss topics such as the Brazilian federative pact, the present distribution of tax powers, tax revenue imbalances between different entities of the federation, the failure of the current consumption tax model (which involves a lot of litigation, high compliance costs for companies and administration costs) and the German value-added tax model.
The speakers will explain points such as regressivity and social justice in relation to consumption taxes, tax breaks and tax rebates paid to welfare recipients. The event will also discuss obstacles to passing the tax reform, the division of tax powers, a unified tax, and what the biggest VAT system in the world may look like.
