FGV’s social impact: Innovation in public and budgetary policies

Innovation in public and budgetary policies plays a crucial role in the evolution of government structures, effectively shaping the future of nations. In a world where demands and challenges are dynamic and multifaceted, this process involves identifying effective approaches to allocating resources, delivering services and resolving complex social issues.
The importance of innovation is evident in the formulation of governmental responses to emerging challenges, whether related to health, education, the environment or any other sphere of action. In this context, fast and efficient reactions are essential, as we saw during the COVID-19 pandemic.

Fundação Getulio Vargas dedicates all its resources and expertise to understanding both gaps and benchmarks of excellence in the public sector machinery, in order to develop a consistent and advanced framework to guide decision makers and provide information that Brazilians need to know.
In this field, studies on topics such as data-driven governance and management, technological education, smart cities, infrastructure, the bioeconomy, and epidemiological and public health monitoring are prioritized, due to the impact they can have on the construction of far-reaching state policies.
Integrated Management Between State and Municipal Governments in Piauí: This project aims to support the Piauí State Education Secretariat in institutionalizing a collaboration regime between the state and municipalities. In partnership with Itaú Social, the initiative offers technical and management support in drafting a state decree for the “Pact for Education” program.
During the re-launch of this program, targets were presented to reach 200,000 children between the ages of zero and seven and to invest in the training of 17,000 teachers. In addition, 87,000 copies of teaching materials will be distributed and 784 technological extension scholarships will be made available. The state government has pledged to invest R$34 million in this program.
Training in Governance and Public Innovation: This program was developed by the Development Bank of Latin America (CAF) in partnership with FGV and 19 other prestigious universities in 21 countries in Latin America, the Caribbean and Europe. It offers a practical and applied approach to governance and public innovation in the region, with a focus on transformative leadership.
The program’s content is divided into three broad modules: 1) Society, the Economy and Politics in Transformation; 2) Governance and Political Management; and 3) Collaborative, Green, Inclusive and Sustainable Economies. The second edition of the program, which attracted more than 5,000 applicants from across Ibero-America, including over 160 from Brazil, took place from June to November 2023.
Sergipe Curriculum Educational Journey: This project is designed to disseminate the Sergipe School Curriculum, in collaboration between the State Education and Culture Secretariat and municipal governments, through the systematization of guidelines for the continuing education of teachers and other education professionals in early childhood, elementary and high school education.
FGV is involved in the whole process, from designing the training syllabuses and organizing the training events to producing the digital materials, recording the lessons and delivering the training. The goal is to reach 16,000 nursery and elementary school teachers and a further 1,360 high school teachers.

In line with FGV’s mission to stimulate Brazil’s socioeconomic development, the document presents data and highlights regarding the organization’s evolution in its main areas of impact, whether through projects, initiatives or activities focused on innovation in public and budgetary policies, the green economy, human rights and social development, national defense and security, and global productivity and cooperation.
