Third FGV Rio de Janeiro Law School Regulatory Best Practice Awards to be presented during event
The opening remarks will be given at 5 pm by Rio de Janeiro Law School’s dean, Professor Sérgio Guerra. After that, there will be a panel discussion called “Regulatory Agencies’ Response to COVID-19".

On November 12, Fundação Getulio Vargas’ Rio de Janeiro Law School will hold the “Third Regulation in Numbers Seminar – Regulatory Agencies’ Response to COVID-19.” The event, broadcast on FGV’s YouTube channel, will bring together regulators, academics and market players to debate regulatory agencies’ work during the pandemic. During the seminar, there will be a ceremony to present the Third FGV Rio de Janeiro Law School Regulatory Best Practice Awards.
The opening remarks will be given at 5 pm by Rio de Janeiro Law School’s dean, Professor Sérgio Guerra. After that, there will be a panel discussion called “Regulatory Agencies’ Response to COVID-19” moderated by Professor Patrícia Sampaio of Rio de Janeiro Law School. The speakers will be fellow Rio de Janeiro Law School Professor Natasha Salinas, Anvisa Director Alessandra Bastos Soares and FGV EBAPE Professor Alketa Peci.
After this discussion, the winning initiatives in the 2020 Regulatory Best Practice Awards – a Rio de Janeiro Law School initiative to promote regulatory best practices – will be presented.
To begin with, an honorable mention will be awarded to the “Anac Regulatory Quality Prioritization Project.” This initiative by the National Civil Aviation Agency (Anac) and its results will be presented by Hamilton de Jesus Lopes Neto and Gustavo Machado de Freitas. The session’s moderator will be Anac Director Ricardo Bisinotto Catanant.
The winning project will then be presented: “The Power of Information and Transparency in Times of Uncertainty: The Action Strategy of the National Health Insurance Agency (ANS) to Tackle the COVID-19 Pandemic.” The presentation will be given by ANS’ Flavia Harumi Ramos Tanaka, Marcio Nuns de Paula and Thiago Barata Duarte. The moderator will be ANS Director Cesar Brenha Rocha Serra.
“Regulation in Numbers” is an institutional project run by FGV’s Rio de Janeiro Law School aimed at conducting empirical studies on Brazil’s federal regulatory agencies. At the moment, the project has three main research areas: (i) Federal Regulatory Agencies’ Participation Mechanisms (Public Hearings and Consultations); (ii) Congress’ Legislative Output on Regulatory Agencies; and (iii) Judicial and External Control of Regulatory Agencies.
