FGV program enhances Angola's expertise in public-private partnerships
With face-to-face and online classes, the program prepared ministry managers and technicians for the formulation and implementation of public-private partnerships.

This month, the Getulio Vargas Foundation (FGV), through its International Department (FGV DINT), concluded the Basic Training Program in Financial Structuring of Infrastructure Projects, training managers from the Angolan Ministries of Planning (MINPLAN) and Industry and Trade (MINDCOM), as well as the Angolan Regulatory Agency for Cargo and Logistics Certification (ARCCLA).
The program focused on training professionals to work on the financial structuring of infrastructure projects, with an emphasis on public-private partnerships (PPPs). The partnership reinforces FGV's role in supporting Angola's development, training professionals to drive strategic investments and boost the country's economic diversification.
For Wenilton Domingos da Paixão, National Director for PPPs at MINPLAN, the training was fundamental for the qualification of managers: "This training is very important and was a need identified a long time ago. After this training, we will be in a better position to analyze PPP and Project Finance projects."
Vacha Teresa Chitumba, PPP assistant at MINPLAN, highlighted the positive impact of the classes: "The FGV teaching team was exceptional. They have total mastery of the subject, a lot of professional experience as experts and teachers, they managed to motivate the team and increased our passion about the specific subject of the training."
Impact on development
FGV's International Department sees the partnership as an important milestone in the country's technical development: "The aim of the training was to develop students' fundamentals and ability to analyze financial scenarios aimed at structuring major infrastructure projects that will be implemented in Angola. Our students found not only technical knowledge in the training, but were also able to develop scenarios and start applying practical knowledge in the classroom through case studies," said Klaus Stier, International Manager at FGV DINT.
